The question of a “day later” plan in the Gaza Strip has affected the negotiations between Israel, the United States, Arab nations and Hamas for months and has finally led to the refusal of the terrorist network to free the 55 hostages that they still have there.
However, foreign policy leaders and Washington -based security experts can have the key that could provide a solution to help rebuild the Gaza Strip, destroyed by war, where others cannot: private security contractors (PSC).
The PSCs, which have a great experience in the Middle East and the decades of lessons learned to extract, could be used as non -state actors to provide stability and a path to follow for the Palestinians, but they would have to start with humanitarian aid, John Hannah, former national security advisor of Dick Cheney and current Randi & Charles Wax Wax Wax Institute Jewish Institute Institute for National Security of Security of Security Security America (Jinsa), told Fox News Digital.

Israel opposes foreign nations sanctioning its officials
In a plan it arose after the Hamas attack on October 7, 2023 against Israel and the posterior outbreak of the war in the Gaza Strip, a group of eight members with Jinsa and the Vandenberg coalition included a report that detailed how the management of humanitarian aid could completely change security in the region.

Israel's defense forces had already detailed the need to eliminate Hamas after the most fatal attack against Israel, but the group of eight experts also identified that help, used for a long time by Hamas to maintain power when using it to encourage support and recruitment, and to punish the opposition, necessary to cement the real change.
“We needed a solution on humanitarian aid,” said Hannah. “And when we look around the world, who could do this, take care of humanitarian aid? We stayed with an option.”

“We do not think it should be Israel's defense forces. Israel lacks legitimacy with the Palestinian population and, frankly, had their full hands doing military work to defeat Hamas,” he added. “The US forces were not going to do it. We did not think that the Arab forces would take a step forward and do this. And the UN system as existed under Unrwa was illegitimate in the eyes of Israel.”
The group not only informed the Biden and Netanyahu administrations about the proposal, but also made numerous discussions with Israeli officials in 2024 about how said plan could work.

The progress in the proposal seemed to stop for the summer of last year, since the then president Joe Biden and the Israeli prime minister Benjamin Netanyahu had an increase in disagreement about humanitarian concerns and the growing tolls of death Palestinian civilians.
However, Hannah questioned whether the seed had been planted with Israel for when the Trump administration returned to enter, allowing the GHF to enter and begin to distribute help.
The GHF, although it has distributed more than 16 million meals since it began operating at the end of May, saw a chaotic start with hungry Palestinians hurrying certain sites and reports of violence.

Although chaos level reports have been exaggerated by Hamas, which would ultimately benefit from the failure of the GHF, as experts have explained, the group initially caused some criticism about transparency concerns, although the group has been looking to remedy this with real updates.
The group, which saw its third leadership in so many weeks earlier this month, told Fox News Digital that, despite some frustration between world leaders and help groups, their goal is to work with main organizations such as the United Nations and others to better distribute help through Gaza, where those programs are still marking.
The United States ambassador to Israel Mike Huckabee confirmed last month that GHF distribution centers would be protected by private security contractors.

Although, while Washington supports the effort, the spokesman for the State Department, Tammy Bruce, has repeatedly made clear that GHF is “an independent organization” that “does not receive funds from the United States government.”
However, he has also refused to confirm whether US officials are working for the program.
PSCs have a historical history in the Middle East, and not only the United States war against terror. They have been used by nations such as Saudi Arabia and the United Arab Emirates, which could provide them with a level of acceptance that would not be attainable by another force.
The proposal issued by Hannah and his colleagues took the use of PSC a step beyond humanitarian aid and argued that they could have a positive impact on the real reconstruction of the Gaza Strip, an idea that also presented itself to the Trump administration this year.

“It is not at all foreigners to these Arab parties that PSC could use for certain critical missions,” said Hannah. “Our idea was, climb it. Let us unify the effort. Let's make the United States and the Arabs guide it.
“The Arabs would put the majority of humanitarian workers, much of the financing, and then hire some of these international PSCs with a lot of experience to enter and protect those operations,” he explained. “You would have the committed Arabs, which we thought was absolutely critical.”
The plan also included bringing other international aid organizations that would work with these PSCs to expand developments such as housing projects, community development and infrastructure repair to restore electricity and water.
“And eventually, hopefully, begin to identify the new leadership, local leadership in Gaza, which would be prepared to cooperate with the operations of this non -profit entity,” said Hannah. “The local gazanes of goodwill, who wanted to get rid of Hamas, to whom this entity could provide some support, some protection so they can begin to rebuild the Civil Administration of Gaza.”

The plan also addressed the perpetual issue of how to dissuade the next generation of Hamas Terroirs, particularly in the midst of Israeli military operations.
Hannah argued that this problem could simultaneously approach a “Palestinian and Palestinian Palestinian Security Force No Hamas” that would not only have the confidence of the local population, but also could gain Israel's confidence.
Hannah said he still believes that this plan could be a next sustainable step to ensure the Gaza Strip, but urpted the Trump administration to assume a more direct diplomatic role in relying on the Arab, European and Israeli partners to make this happen.
