Conversations about a United States proposal for a high partial fire in Ukraine will resume Monday in Saudi Arabia, Ukrainian and Russian officials confirmed.
Speaking at a press conference in Oslo on Thursday, the president of Ukraine, Volodymyr Zelenskyy, said that the structure of the meetings scheduled for Monday would see US officials to meet with Ukrainian experts and then hold separated conversations with Russian representatives.
“There will be a meeting of Ukraine and America and then some transport diplomacy, as our American colleagues, United States with Russia said,” he told reporters after a meeting with the Norwegian Prime Minister Jonas Gahr's store.
Yuri Ushakov, a leading foreign policy assistant to President Vladimir Putin, confirmed that bilateral conversations between Russian and American officials would take place on Monday in Riyadh, and added that they would focus on the safety of sending in the black sea.
Russia will be represented by Grigory Karasin, a former diplomat who now presides over the Foreign Affairs Committee of the Federation Council, and Sergei Beseda, advisor to the Director of the Federal Security Service (FSB).
Kremlin spokesman Dmitry Peskov said when Putin and the president of the United States, Donald Trump, spoke on Tuesday, had discussed the “Black Sea initiative.”
After the call, the White House had issued a statement by saying that the leaders agreed technical negotiations on the implementation of a high sea fire in the Black Sea, a high permanent fire and peace.
Limited pressures
After separate telephone calls with US President Donald Trump this week, Ukrainian and Russian leaders in principle agreed in principle in attacks against energy infrastructure.
Zelenskyy said Thursday that, although he had originally looked for a louder fire, he pledged to work with the United States to prevent weapons from heading to energy production and civil facilities.
The previous day, he had indicated that he intended to include not only energy objectives, but also the rail and port infrastructure in a list of facilities that he would like to see included in the high partial fire.
On Thursday, he declared that he would not discuss the potential property of the United States of the Zaporizhzia nuclear power plant occupied by Russia of Ukraine with Trump, after US officials said that Washington could take over.
The plant, trapped in the crossfire since Moscow took advantage of it after invading Ukraine in 2022, is a significant asset, which produces almost a quarter of the electricity of Ukraine in the year before the war.
When asked about the reports that Trump was considering recognizing Crimea occupied by Russian as part of Russia, Zelenskyy said that the president of the United States had not raised the problem with him during his call.
The Kremlin has repeatedly said Crimea, where the Black Sea fleet of Russia is based, is part of Russia. The Black Sea Peninsula is internationally recognized as Ukrainian territory by most countries.
Peace maintenance conversations
In London, Prime Minister Keir Starmer organized a meeting of Western military officers on Thursday to develop plans for an international peace maintenance force for Ukraine as details of a high partial fire are resolved.
The Starmer and the French president Emmanuel Macron, co-leaders of the efforts to form the so-called “coalition of the provisions”, have said that they are willing to deploy peace retainer in Ukraine after any high fire between Moscow and kyiv, an idea that Russia has rejected vehementia.
Macron has also said that he would open a discussion about the extension of France's nuclear umbrella to the entire European Union.
Sergei Shoigu de Russia, secretary of the Security Council, said Thursday that such statements “reflect the anti -rure feeling that reigns in Europe today.”
Kremlin spokesman Dmitry Peskov accused Europe of becoming a “war party.”
“For the most part, the signs of Brussels and the European capitals refer to the plans to militarize Europe,” he said.
Moscow also pointed to Berlin, after Friedrich Merz de Chancellor In-Waiting proposed a great impulse of defense expenses and said that Moscow was fighting a “war of aggression against Europe.”
The spokeswoman of the Ministry of Foreign Affairs, Maria Zakharova, said that the comments were a reflection of the “desire of the German political elites of historical revenge.”
EU Summit
While in Oslo, the Ukrainian leader went to a Summit of EU leaders in Brussels, which saw all the member countries that Hungary signed a joint statement that supported Ukraine.
Speaking of Videolink, Zelenskyy said it was “simply antieuropeo when a person blocks decisions that are important for the entire continent”, referring to the repeated opposition of Hungarian Prime Minister Victor Orban to the support of the EU to Ukraine.
Zelenskyy also urged EU leaders to approve a package of at least 5 billion euros ($ 5.4 billion) for artillery purchases for Ukraine and requested continuous pressure on Russia.
