During an interview with SFX MagazineMatt Reeves, who is the creator of the Ordinance universe, and also serves as an executive producer on the spin-off show, said, “I don't feel like it's missing anything fundamental.”

He added: “I feel like it's an extension of what's fundamentally there. We know this is Batman's world.”

“You're going down a different path,” he continued. “So the spectre of Batman is there. The spectre of the Riddler is there. The spectre of everything that happens in the last movie is there. It informs it. And that's exactly where we start.”

Echoing their views, The Penguin Showrunner Lauren LeFranc said, “I think it has a different impact,” noting, “Matt's films are shot through the lens of Batman, so you're up high, looking down on the city.”

He added that it's a different perspective. With Oz, you're on the city streets, in the dirt and mud. He's looking up, wanting to fight his way to the top.”

The Penguin will premiere on HBO on September 19.
