10th February 2026, Cairo: United Nations Development Program (UNDP) Egypt, in partnership with GSMA, launched a high-level training program on capacity building in Artificial Intelligence (AI) for policymakers, bringing together senior government officials, regulators and representatives of key national institutions at the UNDP Egypt facility in Cairo.
The program also features regional participation from policymakers and representatives from Libya, Sudan, Tanzania and Jordan, reflecting the growing importance of interregional dialogue and South-South cooperation in shaping responsible AI governance.
The two-day program reflects a shared commitment by UNDP and GSMA to support Egypt's digital transformation agenda and strengthen national capacities for responsible, inclusive and future-proof AI governance.
Artificial intelligence is already reshaping economies, public services and governance systems around the world. As governments seek to harness their potential for development, ensuring AI systems are safe, transparent, ethical and people-centered has become an increasing priority. Egypt is among the countries that are taking proactive measures to address these opportunities and challenges through strategic policy formulation and institutional coordination.
The training focuses on strengthening policymakers' understanding of AI governance frameworks, regulatory approaches and international best practices. Delivered by GSMA global experts, the program presents practical tools, including the Responsible AI Maturity Roadmap, to help institutions assess their current readiness and identify pathways for responsible AI adoption.
“As artificial intelligence becomes part of everyday government work, it is important that it is guided by clear rules and shared values,” said Chitose Noguchi, UNDP Resident Representative in Egypt. “This training helps public institutions work together, develop practical understanding and ensure that AI is used in a transparent and inclusive way that benefits people.”
Jawad Abbassi, Director of MENA, GSMA, said: “Artificial intelligence represents a significant opportunity for countries in the region to accelerate digital transformation and drive sustainable economic growth. However, realizing this potential depends on the implementation of clear, forward-looking governance frameworks that enable innovation and build public trust. Through our partnership with the UNDP and through this GSMA high-level capacity development programme, the GSMA is supporting those responsible for formulating with practical knowledge of the mobile ecosystem and global best practices, helping to create an environment where AI can scale responsibly and achieve real impact.”
The program also provides a platform for dialogue and coordination between institutions, recognizing that effective AI governance requires a collective vision and shared responsibility among government entities.
Under the UNDP-GSMA Memorandum of Understanding, both organizations have collaborated closely to strengthen national digital and innovation capacities in Egypt and across the region. This training marks another milestone in that partnership and lays the foundation for deeper cooperation in the coming period.
