SThe headlines meet in GSMA Digital Summit Hanoi to boost safe and inclusive digital growth and address the growing threats of front fraud when Vietnam accelerates its transformation into a leading digital economy.
15th April 2025, Hanoi: As Vietnam accelerates its transition to a first digital economy, government leaders, industry and the technological sector today convened at the GSMA Hanoi digital summit to address one of the most pressing challenges facing the digital transformation of the region: the growing threat of scams and the erosion of consumer confidence.
Vietnam is experiencing remarkable growth in services led by mobile devices and could soon become a leading digital nation in Pacific Asia, driven by high smartphone penetration, strong connectivity and support policies. Vietnam National Digital Transformation Program Its objective is to position the country among the 30 main digital nations in the world for 2030, with bold objectives that include 5G throughout the country and fiber access, the development of more than 100,000 digital technology businesses and a workforce of 1.5 million people experts in digital technologies. Vietnam is also a world leader in the adoption of IPv6, with more than 55% of users connected through the newest protocol, a sign of a strong preparation of digital infrastructure. Emerging technologies such as AI, 5G and GSMA Open Gateway are remodeling industries, improving public services and reducing urban-rural digital division. However, together with this progress, an increase in digital scams threatens to undermine public confidence and limit the transformative potential of mobile innovation.
The summit is based on ideas of Mobile Economy of GSMA Asia Pacific and Digital nations Reports, as well as findings of the recent “Towards an inclusive digital nation: to address the economy of the scam and preserve confidence in the digital ecosystem“Report, which highlights the growing concerns throughout the region. In Vietnam, 74% of consumers now use electronic wallets, still 89% say that they fear piracy and 95% They are concerned about the misuse of their personal data online.
“Vietnam is at a decisive moment on its digital trip,” saying Julian Gorman, Chief of Asia Pacific, GSMA. “On the one hand, high mobile adoption and a flourishing electronic wallet market unlock incredible opportunities for economic growth and financial inclusion. On the other hand, scams and identity threats are putting consumer confidence at risk. This summit gathers industry and government leaders to take significant measures, from a smarter regulation to innovative fraud solutions, so that Vietnam's digital future remains safe, inclusive and based on trust. ”
The delegates explored practical measures to combat digital fraud, including real -time transactions verification, multiple factors, silent OTP solutions and the closest collaboration between mobile operators, banks and Fintech players. The sessions also addressed the threat of SIM exchange fraud, a concern for 78% of Vietnamese consumers, well above the regional average, and how the security tools promoted by the API, such as those enabled by the GSMA Open Gateway initiative, can effectively integrate into all sectors.
A dedicated session focused on the broadest challenge of “scam economy”, highlighting how fraud without control could stop the adoption of digital services and erode the foundations of the digital ecosystem. The speakers emphasized the need for coordinated action on consumer protection, of improved fraud monitoring to public education campaigns.
Viettel, one of Vietnam's main operators, has strongly defended the development of 5G use cases, which now constitutes almost a third of the main stage agenda at the summit. From intelligent manufacturing and precision agriculture to improved public services, these 5G real applications are beginning to offer tangible social and economic benefits. This reflects the rapid increase in Vietnam as 5G regional leader and reinforces the country's commitment to innovation.
Despite the strong digital absorption of Vietnam, the challenges persist around digital literacy and extend connectivity to unattended communities. Attendees emphasized the importance of public-private associations to expand mobile coverage, improve digital skills and support a regulatory environment that promotes both innovation and security.
Throughout the summit, the discussions returned to a central theme: trust. Whether it allows electronic wallets, data protection or the delivery of public services, the success of Vietnam's digital transformation depends on maintaining consumer confidence. The interested parties requested the intersectoral collaboration to create a safe and easy to use digital environment, rooted in transparency and resilience.
In line with this objective, the GSMA also announced the change of name of the Apac Fintech forum to the ASEAN Fintech forum, sharpening the regional collaboration approach to combat scams and fraud within the ASEAN, and addressing the export of scams and fraud of the region. To launch this new chapter, the first round table of the ASEAN Fintech forum was carried out along with the summit, gathering the leaders of Fintech, Telco and Regulatory to explore joint solutions to share threats and unlock new growth opportunities.
Fintech is playing a fundamental role in the Vietnam digital economy, particularly in the expansion of access to financial services, promoting innovation and strengthening resilience throughout the economy. With a rapid adoption of the electronic wallet and the growing demand of consumers of safe and perfect transactions, Vietnam is an adequate launch for this ASEAN effort to safeguard confidence in digital financial services.
